The UFC does not allow soccer kicks to the head of a grounded opponent.
In the now defunct Pride FC, a soccer kick to the head of a grounded opponent was permissible.
The now defunct South Korean "Spirit MC" MMA organization also permitted soccer kicks to the head of a downed opponent. In other words, the two MMA organizations that allowed soccer kicks to the head of a downed opponent are now out of business; dead and gone.
